TPE is cast using high temperatures. Silicone of the types used for things like this is cast using catalyzing curing techniques, usually at room temperatures. TPR should also work (it's also a thermoplastic, and has been reported to be what Fleshlights are made from, and possibly some other "toys").

Unfortunately silicone needs to be cast into the shape you want it to have, and isn't remoldable thermally like TPR and TPE.
