Yes and no, it depends a bit on the country. E.g. Switzerland has no relevant import restrictions at all and is truly liberal; certain EU countries are quite the opposite, Norway might be a problem at the moment, too. Generally, DS suggests to ship head and body separately for all DS-14x body styles. However, the Nanami head appears rather adult, so I don't think that there is any reason to get overly scared because of shipping or import issues.
