I'd be afraid injecting anything into the TPE would cause it to split or something over time

Could just get a 2nd doll with that head

the more the merrier

YungSynth, the simplest solution
Otherwise sculpting skills are needed to add layers of TPE paste to plump up the lips

You can always try to thicken the way they look using make up. There's quite a few tutorials on youtube for it.
Although it's not the same as having a doll with thick lips

If a person was determined to do this, my initial thoughts are to roll lip outwards/upwards and make incision on backside of lip and fill from the back where it isn't visible. Now you got me trying to figure out why I just ordered a new doll with small lips.
