Too many users on server

A couple of days ago at about 9am UK time, I couldn't read any posts and it kept coming up with an error message saying there were too many users on the server (1203)! Was this a glitch or are there really too many users at 1203?
I'm sorry, I forgot to write the error message down. About an hour later everything was fine.
