I tried to powder the doll. I tested on the TPE piece that came with it and all seemed fine. I powdered the left leg and as soon as i did that it developed white dots all over the leg. I don't seem to be able to remove those as it looks like they are burned in.
I'm really afraid that this is now going to be a permanent thing.

Probably just left over moisture causing the powder to clump. I get that sometimes. I just go back over the area with a damp cloth, allow to dry and reapply the powder. Remember, a little is all it takes.

You are in a negative vortex right now because of the bad things that had happened lately. Just take her to the shower and wash her up and then start using her for what she is - a sex doll!
Many times if using non-cornstarch baby powder and talc it could get lodged into the TPE... long ago back in the dark ages when Platinum Silicone dominated the planet and the doll world this was the issue with using Talc type powders when we switched to cornstarch the issues seemed to disappear...
I use cornstarch, never tried talc but will in the future. After applying powder it always reveals every tiny little imperfection in your doll, tiny cuts/scrapes/bumps/mold marks/and other things I am unable to identify. The powder, being so fine, gets into the smallest of cracks and crevices. It freaked me out the first time I powdered, but all will be okay my friend!
