A member private messaged me a question, but when I go to reply, it says that his messaging is unavailable or that they turned it off. Is there anyway around this or a way to contact that member directly still?

Probably this member has set "Allow users to send you private messages" to No. The default is Yes.
If this is the case, only staff is able to contact him. So if you really like to contact him, send me a PM
