There are a few steps to making a durable latex bond.

The material has to be exceptionally clean and properly prepared. Most important is to mark where the two surfaces will join or where the seam is to be located. Then:

Wipe both pieces with rubbing alcohol and allow to dry.
Wipe both pieces with naphtha and allow to dry. The rubber will curl after wiping with naphtha but will flatten out when dry.
Coat both pieces with rubber cement (same stuff used to mount photos and do art projects) and allow to dry. The rubber will curl when the rubber cement is still wet so be careful to not let it touch anything or it might become stuck to a surface or to itself.
When the rubber cement is dry the rubber will flatten out as happens with the naphtha.
Place one piece of rubber on a flat surface with the cement side up. Lay a sheet of wax paper over the rubber. This will allow you to see the markings where the seam will be. Lay the other piece on the wax paper cement side down. Align the two pieces as you want them to be when joined together.
Carefully pull out the wax paper sheet a few centimeters at a time and press the rubber pieces together as you work along the seam. When the two pieces are fully joined set them aside to dry. It can take several days for the seam to be completely cured so be careful handling the finished product. If the finished product is intended to hold air or has volume it can be partially inflated it to keep the rubber from sticking to itself.

NOTE: When rubber is prepared in this way the seam is permanent and the pieces will stick together just by touching. If the seam hasn't been pressed together you might be able to separate the pieces and try again but that may damage the material. If a mistake is made and the seam needs to be redone the best method is to use naphtha to weaken the seam and carefully pull the pieces apart. When both parts are dry then clean as before and start over.

Naphtha causes cancer. I use only isopropanol (doesn't curl much) in combination with Copydex non-toxic rubber cement. As a stronger solvent acetone can be used (latex will curl), which dries very quickly, but use that only in well ventilated area, else it may damages your brain or suddenly ignite by a spark.
