This side is a 10mm nut. Not typically welded to bolt or frame. This side is a 4mm internal hex bolt. This typically is welded, and shown in the picture. Let me know if you have any other skeleton questions.

Instead of cutting into the palm, I decided to go in at the wrist. This will give me access to the wrist joint, and hopefully work my way up to the palm plate to remove the wires.
After cutting away the gauze, I was able to expose the wrist bolt. The bolt head is toward the little finger and the nut is toward the thumb.
I could not see any sign of a weld on either the bolt or the nut. But using an allen wrench I could not tighten the bolt. It feels as though the bolt and nut are tight against the clevis bracket. I don't know if I can compress the flanges any further. When flexing the wrist, the bolt does not move. The flexing happens where it should. I can't tell if there are washers inside the bracket, or if that is some of the gauze. It looks almost like felt washers. If I can't tighten it, I might be able to loosen it and replace those with star washers to give the joint some "grip".
Next, I started gently pulling the TPE away from the palm plate, first on the sides so I could remove the thumb and little finger wires. I continued to work up the palm plate until I had the end cleared where the broken wires were.
I basically turned the palm inside out to expose the ends of the finger wires. I cut the strings, then pulled them one by one.
By just keeping tension on the string as I unwrapped it, the wires slowly worked their way up out of the fingers.
Here is the inside-out palm with the wires removed.
For now, the patient is doing fine with a bandaged wrist. Meanwhile, I can work on the finger damage and get her toe wires pulled.

Confirmed that the washers inside the bracket are metal, they are just discolored.
Closed up the wound and all is good. I'll figure out what to do about the fingers another time.
