Can pay with Paypal in Germany

Has anyone ran through this issue? (see screenshot)
I type the IBAN, date of birth, press "Save" (why the hell is that even called "Save"?) and it refreshes the page and put that text in the red background.

Paypal side, everything is setup and confirmed.
I've been using Paypal for so many years and never had that particular issue.

I found a forum post, from Paypal official community website, describing exactly the issue I have and the person also has a german Paypal. (see link below)
Maybe I should close my account and create a new one from another country but I don't know if they would recognize my physical address, some websites are stupid like that.
