Yes all dolls are available without the super weight reduction, they feel very nice with the standard version but are heavier. I will have to check the weight and get back to you on the actual weight of that version.

The indicated 28 kg is with Weight reduction, at least according to Dollstudio.de (38 kg without). Maybe we can get some manufacturing clarification here?

Right. I fully expect this otherwise there is less incentive for well known vendors to promote the product.
You see this same comparison outside of the doll world. The manufacturer prefers to deal with a small handful of vendors rather than hundreds of end user customers.
