Time not displaying correctly

Bug fix please. I live in CA USA. Can't get the daylight savings time to work. Plus the clock is a minute slow. Thanks.
The User Control Panel gives you the option to select your timezone and to select if DST is in effect (sorry, you have to amend this manually).
The one minute slow, I don't know. At my place the TDF time is exactly my computer time.
