Maybe do an X-Ray and find out the problem first?

Perhaps the TPE is stuck to something under it?

You say you just got her today? Looks like something has been pressed against her causing a compression dent.
Try getting a hot water bottle (with cover to avoid scolding her), and rest it on the affected area for 10-15 minutes. Check to see if it helps, if it does, repeat until fixed.

Had a compression dent where Lynne had a finger poke that I hadn't noticed, and the wire had pushed into her thigh. Looked similar but smaller to that. Hot water bottle was magic.

What does it do when moving her hand down? If it pushes out TPE where it looks better, leave it like that for a while. and maybe repeatedly put a warm cloth on it.
Looks like something was pushing on it for some time. Almost looks like hole as well. Molding defect? You just got her today?

It's been hit with something. do you think? Not from you but shipping, packing. etc.
Contact who you bought from, most will say.
It can be fixed fairly easily. Experienced TPE Masters would mend that in a few minutes. Brand new doll should not need any repairs though.
If you say there is a hole, for the sake of being on safe side, do not get any water in there. If hole is through the skin. It'll just make a mess inside.

Also, movement of wrist is ok? nothing feels unusual?

65,000 dollar question. where did you buy?
