Easiest way to remove lump/bubble defects?

I'm a complete newbie who's stuck in a unpleasant situation from a vendor who doesn't want to help. Would like any tips on how to remove these lumps and other surface defects on my brand new tpe unit. There are several lumps all over prominent areas and I would like assistance on how to safely remove or flatten them somehow without messing up.

The image might not have been uploaded and shown correctly, because there's a 5 post limit before new users can show images in posts.
I'd suggest trying to put the image up in a new reply to this thread as it shows you have now at least 5 approved posts done already.
