Thank you for the tip. You are right, they are pricey. However, they would work for the mannequins that I want to make special, with glass eyes and such. I've tried 3 different styles of eyebrow tattoos on Sammie and to be honest I'm not all that impressed with them.
I tried a technique with silicone caulk and a toothpick that rendered a pretty good result on my test panel...

The eyebrow tattoos tend to look fake and painted on whereas the caulk technique actually looks like 3d hair.

They're from a Special Effects shop.
They also sell human hair and hair punching tools, and have free tutorial videos if you want your eyebrows hand punched.
