I have no idea why the measurements and weight are incorrectly given but I never seen it as a lie, I just assumed it's a bad translation from Chinese to English or mistake in the factory like someone was sent to do the measurements on the doll and did wrong one for example.
Mistakes can happen and will happen, it's how they're corrected is what matters I believe.

I'm very satisfied with the measurements of my Ayumi Anime body dolls even though the height is a bit more it's so close you can't tell at all.
It really makes big difference the way a doll is positioned and the person doing the measurements must also do them correctly.

I also imagine that expansion or contraction may accure as doll cools down after being taken out of a mold and that each doll is approximately the measurement but not necessarily exactly same as every other doll from that same mold design.
Time of year climate may also play a factor as in winter I imagine the cooling happens quicker then in summertime for example , this could explain the slight measurement differences at least.
